Position Description:
 
Provides management support in all areas of application development and support. Provides technical expertise and leadership to the rest of the company in the design and implementation of technical solutions to their business needs. Provides expertise and leadership in application documentation, change management, and testing procedures.
 
Responsibilities:
  • Analyze business system needs. Provide technical leadership in implementation of business initiatives. Determine scope and works with client management to determine priorities of IT projects.
  • Coordinate and manage the effective and efficient utilization of IT Development resources.
  • Manage the day-to-day activities of the programmer/analysts and webmaster, including designation of assignments and setting schedules.
  • Develop procedures and standards that ensure that the application systems that are developed meet quality expectations.
  • Develop procedures and standards for application documentation, testing, change management, and implementation management.
  • Guide the design, development, and maintenance of the company’s overall application architecture.
  • Guide the design and development of new software applications to support business requirements for all business areas.
  • Allocate development resources in accordance with client expectations.
  • Coordinate application development and support activity. Provide direction to IT Development staff.
  • Ensure that all application systems meet quality and production standards by developing and maintaining procedures and ensuring that documentation is created and maintained.
  • Other related duties as assigned.

Required Skills, Knowledge and Experience: 

  • Project management skills to effectively manage a highly skilled, technical staff
  • Minimum three years supervisory/lead experience in IT
  • Minimum three years software development experience
  • Strong experience with change management procedures.
  • Ability to manage multiple priorities
  • Must have good understanding of enterprise wide systems architecture. Desired experience would include experience with developing data warehousing and with developing a standardized integration layer.
  • Experience with ITIL or COBIT or other industry IT management framework.
  • Working knowledge of healthcare plans in general, including claims processing
  • Knowledge of Oracle RDBMS, PowerBuilder, Sun Solaris Unix, .NET, & BizTalk
  • Strong interpersonal skills
  • Excellent verbal and written communication skills
  • Must be able to travel to parent company if needed
  • BA or BS in Computer Science or related field, or equivalent experience

Desired Skills, Knowledge and Experience: 

  • Experience with health insurance, Medicare and/or healthcare systems
  • Experience with web technologies
  • Experience with Oracle version 10.x or higher
  • Experience developing, architecting, and deploying applications using the .NET/BizTalk framework
