- Project Description:
- Equipment or software design,
engineering and/or development for commercial, medical, military
or scientific uses.
- Engineering evaluation and/or
test of materials (H/W and/or S/W components, products and systems).
- Preparation of detailed specifications
from which programs will be written, or equipment fabricated
or installed.
- Application of configuration
management procedures for changes to the operating system files
and software.
- Performance of associated process
studies, research investigations and requirements analyses of
all aspects of communications and telecommunications system,
etc., by applying statistical/analytical and modeling or engineering
techniques, procedures and criteria in specialized areas.
- Participation in the development
and preparation of documentation for, but not limited to, procedural,
program and user documentation.
- Designs, develops, installs,
implements, fine tunes, documents and/or maintains databases,
database dictionaries; monitors standards and procedures and
integrates systems through database design and administration.
- Works with users to ensure successful
system implementation; may assist in user training.
- Occasionally, may provide guidance
and assists in training of less experienced staff.
- May research or write portions
of technical proposals.
- Maintains state-of-the-art knowledge
and compiles information into recommendations and analyses.
- Bachelor’s degree in a
related technical field or equivalent work experience.
- Minimum 3-5 years of progressively
responsible related technical experience, including 1 year developing
large, technically complex systems and 6 months with major responsibility
for developing, revising and controlling technical documentation
of a complex system.

Required Skills,
Knowledge and Experience:
- 4+ years of JAVA or J2EE development
- Struts and JDBC experience is
a must
- Experience with Object Oriented
Techniques
- Strong client skills, communication
skills, and project life cycle
- WebSphere or similar application
server experience
- Intermediate PL/SQL (or just
SQL) skills
- Ability to perform basic UNIX
commands
- Experience with XML
- Must have used some type of
version control (i.e. CVS, ClearCase, etc.)
- Should be familiar and have
a preference in using some type of IDE (Eclipse, IntelliJ, NetBeans,
etc.)
Desired Skills, Knowledge
and Experience:
- Healthcare experience, especially
Medicaid, Medicare or Child Health Insurance Programs (CHIP)
- Relational Database experience
(i.e. DB2, Oracle, SQL Server, etc)
- Experience with JMS & JSP
